IS HOLCOMB TRYING TO MISLEAD THE PUBLIC?

Mayor Metzner reads a new bond ordinance for routine bonding of capital projects.
Followed by the CFO, Chief Financial Officer, who gives a brief summary regarding the bonding requirements.

Holcomb speaks about bonding and additional debt, but leaves out critical facts that Mayor Metzner, and other Committee members address.

The Chief Financial Officer, states:

"...We cancelled 7.6 million dollars and appropriated 6.3 million (dollars) ."

Holcomb previously made a long winded speech about her nine year tenure on the Township Committee and her tenure as Director of Municipal Utilities. One might think that in nine years she would have learned the municipal budget and bonding matters are separate from the municipal utilities budget and bonding.

WINSLOW REPUBLICAN TEAM USES SURPLUS BOND FUNDS TO REHABILITATE CONTAMINATED WELL WATER, HOLCOMB'S PUPPETS ARE RELUCTANT.

Here's the story, of a woman name Barbara, who was the Director of the Municipal Utilities. She had four puppets of her very own. Till one day when this Barbara failed to mention, that the wells were contaminated. It just so happen to coincide with the election of two thousand and five.


Barbara Holcomb addresses the community about her "successful leadership" of the Winslow's Water and Sewer department.

Committeeman LoSasso further explains how the Municipal Utilities department, under Holcomb's leadership, did not address all contamination issues in a timely manner.

Winslow Township received a letter from New Jersey Department of Environmental Protection.

"The Department may assess a civil administrative

penalty...of not move than $5,000. for each first

offense, not less than $5000. and not more than

$10,000. for the second offense, and not less than

$5,000. and up to $25,000. for the third and each

subsequent offense of the State Act..."

A motion to adopt an ordinance to reallocate bond funds to address water contamination issues fails.

Even after the letter from the New Jersey Department of Environmental Protection is read out loud by the solicitor, (see letter posted above), Committeewoman Lawrence, the LIAISON TO DIVISON OF HEALTH, votes "no" for the funding to correct the contaminated wells. Committeeman Flamini also votes "no".

Mayor Metzner: "...people should be absolutely ashamed of themselves...for you (Flamini & Lawrence) to make this political is outrageous."

Mayor Metzner offers a heated explanation of facts why the New Jersey Department of Environmental Protection has set a deadline of August, 2006.

Committeewoman Gibison addresses Lawrence and Flamini and sets the facts straight regarding the sub-committee discussions relating to this matter.

Flamini is out of order, the Mayor calls for order, Flamini ignores the Mayor, The Mayor bangs the gavel and declares a recess.

DiFabio points the finger at New Jersey Department of Environmental Protection.

Committeeman LoSasso addresses Mr. DiFabio with more facts!

"...the Director of the department at the time (Holcomb) never went to the DEP (Department of Environmental Protection)..."

Flamini makes a motion to suspend Robert's Rules of Order. Followed by a "do over" vote.

Editor's note: During the re-organization meeting in January, 2006, First Flamini inquires about Robert's Rules of Order, then Holcomb, Lawrence and DiFabio join Flamini in voting against a resolution for the Township Committee to adopt the very common 1876 meeting procedure and rule book.

A motion and 2nd is made for a "do-over" vote to fund the rehabiliation of the contaminated wells with existing bonds and outstanding bond authorizations. The measure passes. However, Marie Lawrence, LIAISON TO DIVISION OF HEALTH, votes against providing funding for contaminate free water. Committeeman Cooper remarks on Lawrence's actions.
