To all concerned citizens: I possess a document dating back to 1968, which petitions the State to look into the possibility of a traffic light at the intersection of 561 and PINEY HOLLOW road. As of this date, the only thing that is there is a BLINKER. There have been numerous accidents and deaths attributed to that location. Still, after 40+ years there has been no positive action. I have noticed that a few lights have been installed in some locations that barely warrant their existence.

Russell Bates Resigns

Appearently Mr. Bates chose his resignation date very carefully to avoid a special election for his successor. Due to the timing of Mr. Bates' letter the residents of Ward 3 will not get the opportunity to choose their own representation. Instead the Democrat party will offer names of 3 people to fill Mr. Bates' seat. The governing body will then choose and vote on one of the names presented. Mr. Bates simply "pulled a McGREEDY". In this case, it is not for the people and by the people. Are you surprized?

Duties of the Deputy Mayor. How did Barbara Holcomb become the Deputy Mayor?

Webster's Dictionary:
Deputy: "An assistant acting in absence of his/her superior."


If Barbara Holcomb is Mayor Metzner's deputy why is she not working with the Mayor for the good of the residents and the Township? Why are the Republicans constantly saying in public forum that they are not afforded the opportunity to review documents prior to a motion being put on the floor? Why are new employees hired when Mayor has not even met the person? Why does Barbara Holcomb discuss new programs with residents, but not the Mayor if she is the Mayor's deputy and assistant? Why does Barbara Holcomb hold secret public meetings in various locations throughout the community without inviting the Mayor? Finally, why does Barbara Holcomb stir up the residents' hopes for programs that Winslow can't possibly qualify for? Such as Weed & Seed. Notice the Federal government denied Holcomb and her cronies Weed & Seed funding. That's because Weed & Seed funding is a program for urban areas.

Perhaps the residents throughout Winslow Township should consider weeding out politicians who are representing themselves and the county government, while seeding with new blood who will represent the people of this Township.

One must realize that Holcomb was not selected by the Mayor to be the Deputy Mayor. Holcomb being the ringleader of the controlling party on the Township Committee appointed herself Deputy Mayor.

THE SINGLE MOST IMPORTANT DOCUMENT THAT EXPLAINS THE CURRENT SETTING IN WINSLOW TOWNSHIP GOVERNMENT.

Material for the above posting about Holcomb and the Deputy Mayor was acquired from the letters posted below and my own personal observations during open public meetings. The text below was copied from Mayor Metzner's campaign website. www.metznerformayor.com This is the single most important document available that explains the current setting in Winslow Township government.

The so called "censure" letter

As those who have attended Township Committee meetings already know, the local Democrat machine has turned meetings into total fiascos designed to support their personal agendas. In response last year, Mayor Metzner wrote a letter to Winslow Township residents describing the actions and behavior of this group. The letter was paid for by the Winslow Republicans, not by the taxpayers.

After the letter went out, the local Democrat majority, led by Barbara Holcomb and Dan DiFabio, chose to censure the Mayor during a Township Committee meeting. This was utter nonsense...there is absolutely no provision for such an action under Township regulations. Never ones to let the rules get in the way of their political ambitions they did indeed vote to censure Mayor Metzner and voted to do so along purely political lines. A truly absurd act, but not one, which in any way detracts from the essential truth of the letter.

The letter is reprinted below. It is as pertinent today as it was last year. The majority Democrats may again vote to "censure" rather than confronting the issues. That is the way they operate.

To understand why the local rogue Democrats react so badly is best understood by the words of a truly great Democrat. Harry Truman, who said of congress, "I don't give them hell. I just tell them the truth and they think they're in hell." Surely, Mr. Truman would be deeply ashamed of this group. The Democrat party has long been a great American entity and a vital part of our democracy. That a group like this chooses to operate under the same banner should be an embarrassment to all good Democrats.

Election Day is November 5. On this day you will have the opportunity to elect a new Township Committee. Voting is a privilege-a right you have as an American. I'm writing to you to ask you to use this privilege wisely and vote for The Metzner Team.

My team is comprised of three incredibly hardworking women: Karen Gibison in Ward 1, Chris Zellers in Ward 2 and Terry Dayton in Ward 4. These amazing women, though all unique in their own way, have the same vision for Winslow Township. They all want to run our local government in a responsible, cost-effective, productive manner. As many of you know, I am a Republican Mayor in a Township dominated by a Democrat Township Committee. I literally have no power, my opinion is ignored; my vote is worthless and I have little or no input on any decision including the Township budget. I'm not invited to most official meetings, important economic development meetings are held behind my back, new employees are hired without my knowledge and I'm the last person to find out about promotions that take place.

Those of you who have witnessed our Township meetings, either in person or on televison, have been shocked and embarrassed by the behavior and actions of the Democrat majority committee.They have the power and they know it, but they use it in a manner that shames us all. I have heard their actions described as arrogant, self-serving, boorish, insulting, bullying and for the most part, ignorant of the issues at hand. I try my hardest to maintain a sense of decorum at these meetings but without the power of the majority committee, there is little the Mayor can do.

Walking door-to-door over the past three months, I've heard may of your concerns: major problems in the schools, violent crimes on the rise and Township taxes increasing by over 35% in just 5 years. There is also low employee morale-as some police officers have been working for three years without a contract and the Democrat Committee gives raises over 11 % to their highly paid favorites while the rest of the employees averaged less than 4 %. What's next? Do you really think things can get any better with this crowd in power?

Karen, Chris and Terry are dedicated to joining me in our efforts to create a Township government that serves its people first. We hold no government jobs and we are not subservient to any political machine. We don't have the money to waste on big billboards and fancy literature. What we offer is hard work and dedication to you and your family to make your life in Winslow Township the best it can possibly be.

I do agree that there may be some corruption etc. in our local government.
However, you are absolutely wrong in saying there are no well to do
families in Winslow. My Parents have lived in Sicklerville for well over 20
years, worked 2 and 3 jobs and still do not live in the well to do upper
middle class areas of Winslow. Unlike some of the people here, they did
not come from money. Sometimes it is not about working hard, or having 3 or
4 jobs. It is about being privileged. The Township officials tend to do
more for the higher income areas then underpriviledged areas like Lehigh
Manor because of, You Said It, the "Pay to Play Corruption". Restoring
Lehigh Manor is a far cry from being another example of pay to play!
Voting for a politician that has put money and other resources in your
community, and whom has implemented good programs for your community is
hardly wrong. Thats not an example of paying to play. No comparison
whatsoever, so re-think that statement. Lehigh Manor residents arent
looking for handouts; they're looking for the same help and resources that
other communities receive that they havent. Demolishing a development is
certainly not inexpensive, I mean do the math. Either way, something needs
to be done. Moreover, if you Do NOT think that Fixing up a neighborhood
will lower crime rates, you are sadly mistaken. I totally agree with you
about the tax money being allocated to schools, having a police officer in
the schools etc. But everyone needs to get off the whole speed hump
argument. It's trivial!

How many times does it have to be said that this is no longer about speed humps. It is about
corruption, poor judgment and WASTED TAX DOLLARS! There are no "well to do" houses. There are people who "work hard" and do not expect to be given things for nothing. The houses in Leigh Manor were once nice, the people who live there should "work hard" and keep them that way. If it takes working 3 jobs, so be it. I have done it. Some people in government prefer to give things to people. When you give things to them, they vote for you. It is just a different variation of "pay to play". It also reinforces the belief that they are unable to provide for themselves. If someone works hard for what they have, they feel better about themselves. They also start to think for themselves and don't feel obligated to return favors. They also don't appreciate someone else giving away what they have worked hard to earn. You are right, Leigh Manor is horrendous. Half the houses are boarded up. It would be less expensive to demolish them and let people start over. It is illogical to think that fixing them up will lower crime. Give the saved tax money to the "overcrowded school." Children do need help and protection. Put the police officer back in the school. Barbara Holcomb and her 4 cronies voted him out yet made a new high paying position for a 3rd captain in the police department!!!!

I understand the resident’s disgust at the present situation. But for her to say that she is "upset that areas such as Leigh Manor are getting a face lift at taxpayer’s expense" is just ridiculous. Have you been over there recently? It's horrendous! And if the tax payer’s money is not used to fix up that neighborhood, it will ultimately get worse, and the crime rate will increase. No, tax money usually isn't dispersed amongst the "well-to-do" people as yourself. Sometimes the less fortunate need it more than you. Stop being so selfish. I can't believe that everyone is making such a stink over some speed bumps. When's the last time any of you went to protest the overcrowding and craziness at Winslow High, or the conditions of underprivileged areas of Winslow? Where are your priorities? I'm sure some people would give the world if all they had to complain about was a few speed bumps in their neighborhoods. Just ponder on that for a minute. I'm not saying that what the Township did was right, but there are certainly bigger battles to be won.

Halloween in Winslow Township

As a child Trick or treating in Winslow Township meant Knocking on Neighborhood doors and receiving candy or Carmel apples. Now forty years later you can receive much more.

It has become obvious that Barry Wright and Barbara Holcomb have been celebrating Halloween since they were elected.. They have been dishing out treats to political contributors and tricking taxpayers by wasting tax dollars on speed humps and selling township land cheaply to developers.

The costumes they wear have tricked all of us and have only treated political contributors and developers.

It is time for the clown suits to go. Stop the waste of tax dollars and the pay to play. Both Wright and Holcomb should resign and restore some dignity to the township committee.

First, I would like to apologize for myself and
the majority of the residences of Oak Leaf Rd. If the
school 5 staff were harassed about speeding on our
street, it was only 1 or 2 people complaining. The
rest of us were not! We did not get what we wanted,
she got what she wanted. The rest of us are unhappy.

Second, the speed limit on the street was 45 as
it is on the surrounding streets. Therefore, if some
of the staff remembers going 35 or 45, they were not
speeding. Most of us raised our children with this
speed limit and taught them not to play in the street.
I know that all of us are busy, myself included, but
I would never let my children play unsupervised at any
time. I do not expect other adults to watch my
children for me or feel confident to let them play
alone. I am much more concerned about someone pulling
them into their car, luring them away (abducting
them), than I am about speeding cars. So... the speed
limit is a moot point.

I understand that you only work at the school so
you see the street at it's busiest time. However,
generally the street is very quiet. That is what
attracted most of us to it. There are times when you
may see 1 car go by in an hour so this is probably one
of the last streets in Winslow to have a speeding
problem. Also, there has never been a child
injured/killed on this street. The questions of
speeding came up a few years ago when one neighbor's
dog was hit by a school bus. The poor, upset bus
driver was not speeding. There was an eye witness!
The dog stepped in front of the bus when it was
impossible to stop. Although it was unfortunate that
the dog was killed, it was an accident, not speeding.
In actuality, the owner of the dog should have been
fined, but another neighbor was kind enough to
intercede and prevent it. Eventually the speed limit
was lowered due to that neighbor's constant
complaints. I think that it took time for residences
and school traffic to get used to the new speed limit
since we were not notified. However, it is probably a
good thing.

Hopefully, this clarifies why bus drivers, school
staff, as well as the police department were being
harassed and accused of not doing the the proper job.

As to the point of our signs, I think that Hump
DO Helps is either not reading all of the signs, not
reading all of the information on the website, or just
not comprehending the major point. The "ugly" signs
are no longer about the speed humps. It doesn't take
much common sense to suspect unscrupulous behavior
when speed humps are put on a street where only 1 or
2 residences want them. There was never proven to be
a speeding problem. The fire department found them
unsafe, they cause unnecessary and premature wear on
fire equipment and cause delays in emergency response.
If the Hump DO Help would read the website letters
from the fire commissioner, how could she/he make the
statements made?!

In Stratford and Cherry Hill they are already
removing their speed humps. We will be next. That
means that huge amounts of tax dollars are being spent
putting humps in that are not wanted by the residence
or the fire/police/ambulance departments. Huge
amounts of tax dollars will be paid to the same person
to take them out! Doesn't that sound ridiculous and
suspicious?!

Therefore, the signs are on private property and
are a representation of our freedom of speech.
Explain that to the children on the bus and in the
school. When there is a corruption on the township
committee, Barbara Holcomb and Barry Wright, it must
be stopped.

If Hump DO Helps would go to township meetings,
he/she would see the corruption and wasted tax dollars
as I have. He/she would most likely want a sign too!
FYI, there have been numerous inquiries/ requests from
residences of Wyndam Hill and Stone Hollow who also
"don't like the humps" and want to express their
constitutional rights.

The mayor is trying to keep our taxes from
steadily increasing so that the average family can
afford to live here. Barbara Holcomb and Barry Wright
continue to vote in ways that keep their income
rising, as well as a chosen few. The rest of the
Democrats on the committee follow like sheep. Not all
Democrats are bad/wrong- just unfortunately the 5 on
this committee.

Winslow Township Fire Department Expresses Concerns Regarding Speed Bumps

Winslow Township Fire Chief Michael Saraceni and Fire Marshal Michael Scardino address the Township Committee regarding speed bumps. These two gentlemen are concerned about the speed humps being considered back in November of 2003. Their letter addresses several concerns including getting to fires as quickly as possible, care for fire apparatus, and the safety of our fire fighters. The letter also points out documented cases where speed bumps have caused spinal cord injuries to fire fighters in other areas.

This letter was addressed to the Winslow Township Committee on November 13th, 2003. The letter is now considered a public document.

I do understand how many of the people in Cedar Brook feel about the "ugly" speed humps, however, we must concider the reasoning for the need of the humps.

First, please lets make this point clear. Cedar Brook is NOT the only place that has these, unattractive humps. I live in Wyndam Hill, and I can account for three here, that I myself have noticed. Many people, myself included, tend to forget that there is a reason for speed limits. I can't tell you how many times I have caught myself lost in my own world, listening to the radio or talking to my son in the back seat, only to notice how fast I was going. In our quickly growing neighborhoods, there are children out almost any time of day and into the evening. God bless them, but they don't always pay attention to safety. That's our job as adults. So it must be that we need reminders that we should be driving slower. Other wise, some one would not be planning or out there paving these "ugly" humps out there, making sure that we drive a bit slower. I'm sure that there is something else that person would rather be doing.

Also, the most likely reason for the humps are from people complaining about the speed on their streets. Now, if I may, I know first hand about the speeding on Oak Leaf Road that is being refered to. I work for Winslow School #5, which many people might be interested in knowing, is on Oak Leaf Road. Last Fall, all staff were informed of the complaints from neighbors that lived on the street and that there was going to be speed checked by radar and tickets would be issued. I will refer again to the safety of our children being the main reason for this. Memos were sent to EVERY staff mamber in the building. Once again, adults needed a reminder to slow it down.

Here we are now, a few humps later, calling people "ugly"names. I know for a fact that results were demanded for the speeding in these areas, and results were given. I will take any ugly hump on a quiet, rural street over ANY child being hurt, crippled or KILLED ! Sure, there are simply stunning houses on Oak Leaf Road and in Wyndam Hill and any other streets these speed humps were installed. We need to get over it (and ourselves) and understand that there are people in is world that have places to go and people to see and go that extra few( or several miles and hour over the speed limit) with disregaurd to everythings else around them. I have heard from staff at the school that they remember now to go the 25 mph now instead of 35 to 45 they were doing. In fact, I was told by several that the humps should have been higher to insure the speed limit would be taken seriously. Then the complaint would be about the damage done to their cars. But that's not the topic.

I say, better a "hump" than a "bump" in the road. Just seems easier that way.

P.S. The true "ugliness" on Oak Leaf Road are the signs, but I'm sure it helps the children that go to the school with their reading skills and shows them how to handle their problems.......well, like adults (should NOT).

I have lived in Cedar Brook for almost 29 years. Ten of them on Oak Leaf Road. It has been a beautiful place to live and raise my daughters. It is ashame what has taken place by just one neighbor. What is it or who is it that they know that speed humps would be put in place so quickly or without any concern for all the other neighbors on this street. It has definitely taken away from a rural setting. These so called neighbors should be ostricized. Where did they come from?? Maybe they should go back to where they lived before and torture other families with their holier-than-thou attitude. As far as the democrats in office disregarding and disrespecting the mayors agenda and the tax payers of Cedarbrook, they need to be reprimanded to the fullest extent that only we as residents can allow. It is unfortunate that we have to wait one more year to vote. I am also devastated when I pull out onto Grove to see 157 houses being built. When will Winslow stop building!!!!!!!!! One reason I loved living here was because it was so rural. I feel like I'm living in the city. Not to mention the rising taxes. How may more schools need to be built??? Soon I won't be able to afford living here. I know Sue Ann is doing the best job she can with the peanut gallery at her side. Something needs to be done and if only for now it is my opinion, than so be it. As neighbors and residents of Cedar Brook we all need to keep up our spirit as stated earlier in the web site and keep camaraderie within our Oak Leaf Road.

The Winslow Township School Board is planning a special town meeting to discuss their plans for expanding our school system. One can only assume such an expansion is needed because of the increased population from new homes being constructed.

I live on Oakleaf Road and I'm sure you must know, we now have speed humps that only one person wanted. I originally came here to these meetings to express that myself and many neighbors did not want or feel it necessary to have humps. You, specifically Barry, said that you assumed the majority of the people wanted it. You admitted to me that it may have been the same person or persons who repeatedly called you to complain of speeding; you told me that you would look into it further and personally come to my house to speak to me & the neighbors about your findings. There was a supposed subcommittee to decide the criteria for a street that needed speed humps. You Barry, are not a man of your word. Not only did you lie about taking any time to prove that there was a problem. You flat out ignored our questions and feelings. You continued with the vote for the humps. You sit there smugly knowing you will do exactly what you want to do because there is no democracy here. It is like a little communist régime and 5 of you vote the same regardless of how it effects the taxpayers of Winslow. After a very short time of coming to these meetings, it became very obvious that 4 of you look to 1 person here, and with a nod, everything is decided. The mayor tries very hard to bring changes that will help the tax payer, but you always manage to shoot her down. I asked myself, why would you make 30 people on a street angry just to appease one person? Why should the mayor have to repeatedly ask for township properties to be assessed to get a fair price? Why would you want to give property away especially near an already over crowded high school? My answer is always the same. You do not care about the average hardworking taxpayer of Winslow. In everycase, someone is benefiting and often indirectly, you too. Churchill donated substantially to the Democratic campaign and he benefits substantially every time he puts in a speed hump. If a taxpayer looks more closely, they will see that humps are only on small way that Churchill reaps his harvest at our expense. It also seems that a great deal of the property almost being given away often benefits in some way certain people. Such as, Mr. Maresa, Mr. Diamond, Mr.Paterson, or Mr. Aducat. As a matter of fact, you Barry said you would not bid on property adjacent to land you already owned. I went to the land auction and watched your partner's wife bid on the land. This seems like a real coincidence to me. I think the taxpayer needs to watch closely to see that the zoning for that land doesn't magically change increasing it's value Speaking of the land auction, another thing that has really been bothering me. I also noticed, that you Barbara, were at the sale. It was a work day, during the week, in the middle of the day & for hours. Even if it were lunch it was much longer than the average person's lunch. Which would imply that you do indeed have much more flexibility in your job. Yet you reprimanded the mayor for suggesting so at a previous meeting. The mayor was suggesting that the committee meet on weekends or evenings to accommodate the members who do not have flexibility at work. Most of us cannot afford to lose a days pay. I remember that you Mr. Bates spoke against such aproposal and you Barbara even went so far as to say that it's been working this way for years. Well, it does not work for the taxpayers of Winslow. It allows the little "communist like" régime to continue to make decisions in their favor with less chance that anyone can see or try to interfere. When I asked myself why would you refuse to meet on the weekend or evening if other committee members were willing to give up their time? Control was the only answer I could come up with. I am also very upset that areas such as Leigh Manor are getting a face lift at taxpayers expense. No one helps me to keep my house- my husband and I work. We work hard and we give up extras. If we cannot afford it, we do without. We would not expect tax money to come our way. I first came to these meetings because of speedhumps. I may have to live with humps anyway. However, it made me very aware of how things are done by this committee. You 5 could care less about the average taxpayer of Winslow. If you are allowed to continue, there will be no average family that can afford to live here. I personally think that you should step down and let someone take the job who does care. People willing to give up their weekends or evenings when necessary. People who will not vote Democrat or Republican. People who will not vote to repay a contribution. We need a committee who votes in a way that helps the average tax paying family. I know you won't do the right thing so I can only do my part to tell everyone I see or come in contact with what I have learned by coming here. One further comment. As you may or may not know, many people on my street have put up signs to express our unhappiness with the humps. I have heard rumors that there have been calls to the police and dept of transportation complaining about our signs. If this is true, I would suggest that you consider the possibility, that once again, it is the same person calling or having someone call for them. So you don't misunderstand again. I can tell you that each person that has a sign, wanted the sign. I can also tell you that we constantly have people saying that they agree that the humps have ruined the street. Many people have asked how they can get a sign too. Not one person has complained other than that same neighbor and her friend. We have had constant support.

Recipe for failure
A recipe from the Winslow Township cookbook:
Take one wooded, pristine country road; one overflowing cup of taxpayer money; add a couple of power-hungry committee members; stir in a lack of knowledge with a dash of inadequate research. Bring the neighborhood to a boil. Then cover it up with a deaf ear, political contributions and favoritism. Top with one resident nut, and what do you get?

Speed humps. Served with wasted tax money and failed results.

If you don't like the humps, vote out the chumps in November.
