In the audio clip below, Mayor Metzner notes that possibly an incorrect bond is funding this lame duck session of Play to Play action by the Winslow Democrats. The Mayor challenges the Democrats on using bond money that was allocated for a different project.

Do the Democrats want these three Water & Sewer engineering contracts to be adwarded before they lose control of the Township Committee in January?

The Winslow Democrats want the $600,000+. Worth of contracts awarded to Churchill Engineering. The same firm being investigated along with the Winslow Democrats for possible election campaign contribution wrong doing

PAY TO PLAY IS NOT NEW IN WINSLOW TOWNSHIP

We all know that the best way to save taxpayers money is to place every possible Township contract out for competitive bidding. Sadly, this has not been the way the rogue majority Democrats have chosen to run our Township.
The articles below describe how the no-bid process worked for Commerce Bank and the Winslow/Camden County political machine. This is just one example among many of how such deals hit us all in the pocketbook.
The Commerce Bank articles below happen to be one of the more blatant examples of no-bid contracts. This case resulted in national publicity in newspapers from New England to Florida. We try our best to promote our Township and create favorable publicity. Unfortunately, widespread publicity such as this does significant damage to those efforts. Not only are taxpayers' monies being squandered directly, they are also paying indirectly for the loss of home value associated with a negative township reputation.

UNofficially Winslow Receives Email

SEEMS THAT IN SCHOOL 4 THERE ARE CHILDREN WITH DISABILITIES AND DURING IEP'S PARENTS WERE ASKED TO HAVE THEIR CHILDREN SHARE AN AIDE. THIS IS UNACCEPTABLE AS SOME OF THESE CHILDREN NEED A ONE ON ONE AIDE. MY GRANDDAUGHTER IS ONE OF THESE CHILDREN, SARA IS IN THE FIRST GRADE AND MY DAUGHTER NEEDS TO KNOW THAT SARA IS BEING WATCHED CAREFULLY BECAUSE SARA HAS DOWN SYNDROME AND HER AIDE KNOWS WHEN SHE IS HAVING PROBLEMS AND CAN RECOGNIZE THIS BEFORE IT GETS TOO BAD. I AM SURE OTHER MOTHERS HAVE THE SAME CONCERNS. HOW CAN AN AIDE TAKE CARE OF TWO CHILDREN? THESE CHILDREN NEED CONSTANT WATCHING. SOME PARENTS, NOT KNOWING THAT THEY HAD THE RIGHT NOT TO, SIGNED THEIR CHILD'S IEP. MY DAUGHTER DID NOT AND IS GOING TO FIGHT FOR SARA AND THESE OTHER CHILDREN, ALONG WITH SOME OTHER PARENTS, ALL THE WAY! THANK YOU.

I really enjoy your web page. It keeps me up to date with what is going on in the township. I hope that you might focus more on our school district as it is appears to be going down hill fast. I have talked to many teachers as well as administrators and they all say the same. They are being micro managed by the Board of Education and are not allowed to do what they love doing Teaching.

Keep up the good work!

Your Fan!

In a 2nd email the same author writes:

I really enjoy your web page. As I am able to keep informed with what is going on in the Township. I hope that you will take a look at the School District as the pay to play people are moving into that area to take care of their friends by providing contracts and jobs.

The above email contained the text below in an attachment.

Secret meetings

A resident writes:
Don't just focus on town hall the politicians are making every effort to make room for jobs in the school district, Which happens to be the largest employer in Winslow Township. Mrs. Parker will go after anyone who she believes to be not backing the party. After all who do you think paid for her campaign? Mrs. Holcomb backs her up as she tears down the school district with her grudge match. They are presently unhappy that the democrats no longer hold the control at town hall, and are scrambling to make sure they meet their agenda before April. On November 21 they held a board meeting at School #3. Funny thing was no one knew about it except for the chosen few. On November 14 they had another meeting no one was allowed to come to that one. Not even Mrs. Parker's chosen Superintendent and Business Administrator. What were they doing behind closed doors? Can anyone get any answers from the school district about what is going on? The teachers are telling me that they have no money for supplies for their classrooms. Plus many of the teachers say that they hate to come to work because they feel that they have no support from the Board of Education or the district office. The teachers that I have spoken to say that it is like a factory, and that what the present administration is worry about is dust bunnies in a corner and teachers having a cup of coffee, not what the students are getting out of a lesson. Thus my kids are suffering.

Can anyone tell me why after we past a budget last April there is such a shortage of money in the school district? Why are the staff members so upset that they tell me they are looking for jobs outside of Winslow? Can we really afford to lose good teachers and support staff that teach our kids and keep them safe?

UNofficially Winslow has previously reported similar facts of a previous School Board meeting that the above email to UNofficially Winslow is addressing. Below is a re-print of the posting.

WE DON'T HAVE THE BROOM YET, PAY TO PLAY POLITICS IS ALIVE AND WELL IN WINSLOW TOWNSHIP.

UNofficially Winslow has reviewed the agenda for tomorrow nights Mayor and Township Committee meeting. It would appear that resolutions #24-27 is a gift to Churchill Engineering in excess of $600,000. As a final payment for Churchill Engineering's contributions to Barbara Holcomb and her cronies campaigns. Some of these campaign contributions are being investigated by the (Click Here) New Jersey Election Law Enforcement Commission.

Holcomb and her cronies have been in control of the Winslow Township Committee for the past eight years. As a result of this November's election Holcomb and her cronies will loose control of the Township Committee effective January 1, 2006*

*(Or during the Township reorganization meeting which must take place by law no later than January 7, 2006)

This is a direct result of Committeewoman Karen Gibison being able to retain her seat with her re-election victory. And Nick LoSasso defeating Barry Wright. With these changes not going into effect until January, gives Holcomb and her cronies November and December a chance to pay their debt to Churchill Engineering.

Click here to review the Township Committee's agenda for tomorrow night's meeting, November 22, 2005. Please cursor down to review the resolutions # 24-27.

ELECTION DAY MISCONDUCT

UNofficially Winslow has been building a case file of Election Day misconduct occurrences from past Election Days. UNofficially Winslow maintains its policy of not publishing undocumented information, which is why this topic has not been previously addressed on this website.

Allegations have been made in the past that some residents and even elected officials need to be reminded each Election Day of these types of offences.

If you see or hear of something that you think is not proper please call the
Camden County Board of Elections at (856) 661-3600 or (856) 661-3601.

Some common "mistakes" that have been reported in the past include:

* Parking a car with campaign signs, or other materials being displayed in the vehicle's windows within 100 feet of the polling location entry door.

* Wearing-displaying candidate-political pins & buttons in polling locations.

* Improper voting assistance being offered to seniors and handicapped people. If a Board of Elections worker assist a voter, a board worker from each party must assist. If a voter designates someone else to assist them, the person doing the assisting must complete proper paper work.

* Electioneering, or talking about the election, candidates, etc. inside the polling site.

If you have one of the many disposable cameras distributed by UNofficially Winslow, please considering carrying it on Election Day- even if you're just going to the polls to vote.
If you do not have a camera distributed by UNofficially Winslow, and you would like to help preserve the fair election process guaranteed to us by the United States Constitution, please consider having your camera, any type of camera, handy on Election Day.
UNofficially Winslow will reimburse individuals for film & processing, or other photographic expenses, plus a small stipend for any photographs published on UNofficially Winslow.

Please be sure to check right here on UNofficially Winslow on election night for the UNofficial local election results.

Please note depending on available facilities the local election results may posted via a live audio feed. This would result in an audio posting on UNoficially Winslow.

DOCUMENTATION FOR STATE FINANCE INVESTIGATION

Winslow Democrats 2005 campaign mailer states:

"The Winslow Republicans...Fabricated a campaign finance investigation, and keep lying about it".

UNofficially Winslow has obtained copies of several Election Law Enforcement Commission documents including documents written to Democrat 2003 campaign Treasurer, Mary Ann Fry, asking for her to sumit to the Commission copies of bank statements, receipts and cancelled checks. Winslow Democrats 2005 are very familiar with these facts for Holcomb & DiFabio were copied on the requests made by the commission!

UNofficially Winslow has also obtained a copy of the Winslow Democrat 2003 Report of Contribution and Expenditures which includes the signature of the late Clarence White, who was a candidate in 2003. Mr White signed the document on January 12, 2004, but his obituary appeared in the Courier-Post newspaper six months earlier on July 9, 2003.

THANK YOU DEMOCRATS FOR THE COMPLIMENT

Over the past few days UNofficially Winslow has commented on the written material of the Winslow Democrats 2005 campaign mailers.

The Winslow Democrats 2005 are so "proud" of their literature they won't send it to Kaplan or UNofficially Winslow.

All the mailers that UNofficially Winslow received were courtesy of visitors to the website. What's the problem here? Are the Winslow Democrats 2005 afraid of the facts? Are they afraid UNofficially Winslow will research the facts using open public records? Are they afraid somebody can untangle their statements?

Your opinion is welcome here on UNofficially Winslow.

Did DePalma Lie? You Decide!

Michael DePalma, democrat candidate for ward one Township Committee seat, mailed out campaign literature stating,

"I serve, or have served, on our local Planning Board since 1996, ...".

Last week the Courier-Post newspaper stated in an unrelated item:

"Kaplan is a GOP member of the township planning board...photographed the committeeman in the vehicle and posted the image Oct. 10 on his blog, UNofficially Winslow".

Armed with this information, why would DePalma make such a statement in his campaign literature?

Earlier today Kaplan stated,

"I have been appointed to our local Planning Board since January of 2001. Michael DePalma is not on the board".

Please note that some Winslow Township board appointments are made by a majority vote of the Township Committee, while other appointments are made by the Mayor. Planning Board members are Mayoral Appointments.

UNofficially Winslow has received open public records, from the Winslow Township Clerk's office, of all appointed Planning Board members for the years 1996 through 2005. Michael DePalma's name does not appear anywhere on these documents. Length of appointments to the Planning Board vary. The longest appointment being of four years. If DePalma's statement in his campaign literature is accurate, than one would assume his name should have shown up in these documents more than once.

Please click here to review the Mayoral appointments to the Planning Board for the years 1996 through 2005.

UNofficially Winslow Receives Email

UNofficially Winslow Received an email from a Winslow Township resident in responce to the recent posting by UNofficially Winslow addressing the Winslow Democrats 2005 campaign mailer.

To: UNofficially Winslow Receives Email

Subject: Good Work

Thank you for addressing the Elm water situation in your recent posting. This issue has been used before. When Barbara Holcomb was running for Mayor the Township news letter had an article stating:

"The Township has authorized its engineer to begin work on the design of a water system in the Spring Road area of the Township. It is anticipated that the design and permitting phase will take approximately eight [8] months to complete with construction expected in the spring of 2004."

I can only wonder how many times this will be used before we ever see a water system but it seems to me that they have milked it long enough. I also think that the money paid to the engineer for this project over the years has probably been sent back to the Democrats in the form of campaign contributions many times over. As far as I can remember they have been designing this project since at least 2001. A very nice money pot. It would be interesting to find out just how much this project has cost taxpayers so far. I think it has already cost residents the promise of free hookups that was intended to be a part of the settlement with Metec. After eleven years of tugging heavy bottles around and living with impure water which is believed to be the cause of the many illnesses in our area we will now be saddled with the cost of hookups if the Democrats get their way. To think that they are using this as a plus for the residents is more than I can digest without becoming sick.

I only hope that the Republican campaign literature will contain the same rebuttals that you have regarding the Democratic literature. It is too bad that the Courier does not offer the same thing.

Personally, I think our local Democrats belong in Washington , they would fit in nicely with "Scooter".

Anyway, keep up the good work, I only hope and pray that it achieves the desired results.

WINSLOW DEMOCRATS 2005 MATH

UNofficially Winslow has received a campaign mailer for the Winslow democrats who are asking for your vote on Election Day. Which includes DePalma, Wright, Lawrence, & Flamini. UNofficially Winslow has explored some of the facts in this campaign mailer.

Winslow Democrats 2005 mailer statement:

  • "...Streamline the Township budget..."

FACT: 2004 Winslow Township budget was $22,122,117.00.

FACT: 2005 Winslow Township budget is $24,751,800.00.

FACT: For an increase of: $2,629,683.00

Democrat math?

Winslow Democrats 2005 mailer statement:

  • "Bringing public water to homes affected by Metec and Cedar Brook ground water contamination".

FACT: The Metec matter has been an on going issue for 11 years and there is still no public water flowing to resolve this matter.

Winslow Democrats 2005 mailer statement:

  • "Improved road safety throughout the Township, including intersections at Malaga and New Brooklyn Road, Route 73 and Fleming Pike, and Williamstown and Sicklerville Road."

FACT: Each one of these road projects the democrats are taking credit for was completed by Camden County. Notice they are all County road intersections!

Winslow Democrats 2005 mailer statement:

  • "Brought public sewers to Albion and public water to West Atco..."

FACT: This was a bi-partisan unanimous decision.

Winslow Democrats 2005 mailer statement:

  • "Added pedestrian crosswalks..."

FACT: This was a bi-partisan unanimous decision.

Winslow Democrats 2005 mailer statement:

  • "Successfully fought to bring A.C. Moore corporate headquarters and distribution center to Winslow Township along with 450 new jobs".

FACT: A.C. Moore consolidated three other distribution centers into this new facility. Employees who transferred from these other locations filled almost all of the 450 job positions. In general A.C. Moore was a very much welcomed and positive addition to Winslow Township. Hats off to Mr. Ed Alston, a Winslow resident, who came forward with a newspaper clipping that, Washington Township rejected the proposal from A.C. Moore.

Winslow Democrats 2005 mailer statement:

  • "Provided sidewalks in Elmtowne, Cooper Folly Road, Chews Landing Road..."

FACT: Two of the three sidewalk projects noted were paid for with State of New Jersey grants.

Winslow Democrats 2005 mailer statement:

  • Constructing new soccer fields with stadium lights at Peter Volpa Park, new fields and softball lights at Calabrese Park, and football stadium lights..."

FACT: No football lights, no Soccer fields started, and the lights at Calabrese Park are at no cost to the Township. How dare the democrats take credit for these lights when they were won by the Little League organization through a safety program.

this is an audio post - click to play
This resident addressed the Township Committee on Tuesday October 18, 2005 regarding the girls softball fields he was promised over a year ago. Less than three weeks later the democrats sent out a political campaign mailer taking credit for the project.

Are there any true facts about the Winslow democrats? Sure there are, but they are not on this campaign mailer. Such as selling Township owned open space land to developers to build more homes. Developers who contributed to their previous campaigns. Now Wright wants a new tax in Winslow so the democrats can buy more land. For what? So they can sell it to their supporters again at below market values?
